RMS are delighted to be working with a local authority who are recruiting for a part time Head of Resources to join their busy team based in Teesside.
The position is 15 hours per week ideally across 2 days and on a temp basis for the next 3 months with salary dependent on experience.
About the Role:
We are seeking an experienced and strategic Head of Resources to support key functions within the service, including financial and sufficiency planning, commissioning, and project leadership for grant-funded programmes such as Delivering Better Value.
This is a pivotal role within the local authority, ensuring the effective management of high needs funding, budget setting, and compliance with financial reporting requirements. The successful candidate will work closely with stakeholders across the 0-25 system, providing expert guidance and leadership.
Key Responsibilities:
- Work with the finance team to complete the Dedicated Schools Grant (DSG) Management Plan.
- Lead and manage the finance and resources team, ensuring scheduled payments and returns are completed accurately and on time.
- Oversee High Needs Budget setting, tracking, monitoring, and year-end financial actions.
- Ensure all required reports for the Delivering Better Value programme are completed, including a final impact and evaluation report.
- Work with the Strategic School Planning Manager to oversee high needs capital projects.
- Act as the key point of contact for all enquiries related to services commissioned from the high needs budget.
Required Skills & Knowledge:
- Strong understanding of high needs funding technical guidance.
- Knowledge of how high needs services are commissioned across the SEND (Special Educational Needs and Disabilities) system.
- Working knowledge of the SEND Code of Practice.
- Experience working within a fast-paced Children’s Services department.
- Proven experience in senior management, leadership, or lead officer roles within a local authority.
